Here is something we have learned watching this exact situation: the person on your team is usually not stuck because they lack the skill. They are stuck because something in how they are being led is not matching how they are actually motivated.
The approach that unlocked someone else last year may simply be the wrong key for this person. You can feel the mismatch — you just have not had a way to see it clearly enough to name it.
That is the work. Not changing the person. Giving you a way to see how each person on your team is built, so you can lead them as who they actually are.
